At step 3 of the checkout customers are facing the following message and are unable to proceed:

You have selected an invalid state and country shipping address combination, or no shipping methods were found for your state/country combination. Please contact us for assistance!
We recently added locales and we are not sure if this is causing this message to appear. This doesn't happen for all customers.
Has anyone had a similar experience? We use 8.0.1.2
