    Post Decrypting Web.config Question

Not sure if this question belongs here, so please move it or direct me as you see fit.

I am setting up / fixing a development environment for a customer that was previously created (although it was not done correctly). I am running into a few problems and hope to get some kind of idea / answer here, so here they are:

First, the dev environment is pointing at the live site database, the Web.config is encrypted so I cannot change the DBConn values, and second there is a problem on the live site where it throws an error when you try and run the Config Wizard to decrypt the Web.Config.

Unfortunately I do not have access to the live site (yet, I am seeing if the customer will let me on after-hours to fix the error), so I am trying to find a way to decrypt the Web.config so that I can get the dev environment (a copy of the live site) set up correctly. Is there any way to do this without having to run the Config Wizard? Here is the live site version (which I do realize is un-supported, also trying to get the client to upgrade):

    Version (Code/DB): AspDotNetStorefront ML 7.1.1.0/7.1.1.0

I might be mistaken, but you will have to hook it up to the live site in order to decrypt (via admin)...

    Default Yeah...

That would be the ideal way if I had access and the Config Wizard was currently working, which is why I was looking for alternatives, I've tried all of the standard routes already...
