Default Menu Visibility Issue Post Installation

Has anyone noticed that v9 after installation, the top navigation menu in the admin area behaves very oddly? It looks as if the menu options are transparent or are missing some style.

Because this occurs right out of the box, I though someone else might have seen this and know the cause. Thanks.

Hmm, is your browser/site running in Quirks mode or such? Is IE Emulation set on your site/template?
