Default Admin labels don't look right after upgrade

I am in the process of upgrading a ML 7 site to 9.1.0.0 and am up to the point where I have the database and new files working. I logged into the admin and all the labels look messed up.

    Here is a screenshot:

    Any thoughts?

Support helped with the following that worked great:

Yes, this is the reason for reloading the String Resources. Follow this path:

    Menu: admin.menu.Content

    Menu: admin.menu.StringResources

Button: Reload From Excel File on Server - OK

    Check Box: admin.stringresources.LeaveModified

Button: admin.importstringresourcefile1.ReloadReview (wait for next step)

Link: admin.importstringresourcefile2.BeginReload (wait for next step)

Reset Cache in admin upper right.
