Default USPS Address Validation - Not Working

Hi, We are trying to set up USPS address validation in ML 9.1. After configuring all the app config parameter (VerifyAddressesProvider.USPS.Server and VerifyAddressesProvider.USPS.UserID ) we can see the address verification error in the URL (in the querystring with the parameter "prompt") - however neither it is displaying the error message in the page nor it is stopping the user to save the bad address information. Is this expected?
Also it appears when I am editing the address it is not even doing the address validation at all. Please help.

have you had the USPS switch your account to production?

    From your welcome email:

When you have completed your testing, email the USPS Internet Customer Care Center (ICCC). They will switch your profile to allow you access to the production server and will provide you with the production URLs.

The ICCC is staffed from 7:00AM to 11:00PM Eastern Time.

It is already done, the message is also coming from USPS - however it is only appearing in the URL as a query string and not preventing the user to save the bad address.
