Default Customer Levels and Free Shipping

We are currently running ADNSF version 9 and are experiencing some issues with Customer Levels and Free Shipping. We have set up our site to use Fixed Shipping rates, with a Free Shipping threshold set to $50. This feature is working correctly; when the sub total is over $50, ground shipping is offered for free.

The real problem comes into play when we start using Customer Levels. We have set up a Customer Level which is set to include Free Shipping. When we add a product to the cart, free ground shipping is shown, no matter if the sub total has met the threshold or not. This is exactly how the feature should work. As we proceed through the checkout process, free ground shipping is displayed. Once we make the final click on the Place Order button, the orderconfirmation.aspx page ignores the free shipping option and charges the customer the ground shipping rate that is set up in the fixed shipping rates table.

What can and should be done to correct this issue so that the Customer Level options are not ignored? This is an urgent matter, so any help that can be offered is greatly appreciated.

Is anyone able to provide any insight as to why the Customer Levels free shipping is ignored during the checkout process?
