I have question about handling fee for shipping. The request is like below. Is it possible to setup like the request? Please kindly advice

"Can we...charge all orders that are less than $25 with a $3 handling fee in addition to the UPS shipping charges? Any orders over $25 will have no handling fee and will just be charged the UPS shipping."
