    Default Run SQL Insufficient Permission

For the first time, I've run into a problem with trying to use the Configuration -> Advanced -> Run SQL function. Instead of seeing a box to put in the SQL, I see ERROR: INSUFFICIENT PERMISSION. The person trying to run it is an Admin on the storefront, though not a super admin. I can run it fine, though I am a super admin. I can't think of any other differences. any thoughts?

That page and some other pages can only be accessed by super admin users, that's the exact problem.
