Default Access denied when changing encrypt key?

Any suggestions? I have access to the server, so I can modify the permissions. I'm just not sure what to modify. TIA!

If your webconfig is writable there should be a message in the admin warning you it is writable. You have to make sure it's writable. That's my first thought anyway
