    Default Shopping Cart Totals

I have been working with the shopping cart and cannot find where the two spots are that calculate totals. I have one calculating right and one calculating wrong. I have attached an image for your viewing. The estimated tax box always shows the correct tax, and total. The other numbers are off but I do not know where to start.

Here is what I think is happening. The estimator is taking in to account the taxrate for shipping whereas the rest is using the tax rate from the subtotal. If I set indiana to 7 percent, every state gets 7percent shipping tax. When I set it to 0, nobody gets shipping tax. Any ideas?
