    Default shoppingcart terms and conditions

As I have found out it seems that terms and condition appears only if you have 1 page checkout enabled and it will appear on checkoutpayment.aspx.

is there a way to move this function to shopping cart and force terms before payment method is selected.

    any help would be appriciated.

Not with any of the settings that are available in AspDotNetStorefront. However, you could either do a global search of the application for the terms and conditions, and move them from checkoutpayment to wherever you needed them, or turn off the terms and conditions completely in AspDotNetStorefront and build a custom page that you could build into the checkout process and use that for your terms and conditions.
