    Default Error/Bug that gives free shipping

    I have noticed on two occasions that when a customer makes a purchase at my site, if they do not enter their state, then they do not get charged for shipping. I modified my shipping method to include the "no state" checkbox so people will get charged in the future even when a state is not specified, however, I would prefer it if I could simply make it a requirement for them to enter their state before the order is allowed to be processed. Is there a way to make this change?

    State/Provice in the customer's billing and shipping addresses is required by default. You cannot continue placing the order without it. If it's an International checkout, the state drop down list should always have a "Other Non-US" value automatically. What customizations have you made to your site?

    You're right, I tried to make a new user account and it did require a state to be selected. Now I am stumped then how some processed order receipts are getting through without a state on them.
