    can you please tell me if it is possible to setup separate shipping prices depending on user customer levels.

    If your customers were classified based from their postal/state/country, there might be a way to do this out-of-the-box, like creating duplicate shipping options and map them to corresponding zones/states/country. Otherwise, you'd need to customize the shipping logic to handle this.
