    does anyone know what app configuration will dictate where contacted emails will go to?

    From the contact us page on the front end? Those will go to the email address specified in the GotOrderEMailTo appconfig parameter. Be careful changing this though; this is the email address that new order notifications go to. If that's not a concern go ahead and change that, or you can specify multiple email addresses in that appconfig parameter as a comma separated list

    You could also create a new appconfig parameter if you wanted with an email address that you wanted the contact page to go to, and then replace the instances of GotOrderEMailTo to YourCustomAppConfig in the sendform.aspx.cs(.vb) page.
