Default are the store procedures locked/encrypted?

I am running IIS 7 and SQL Server Express 2008.
I have a lock on the stored procedures and can't get in to modify as that selection is grayed out.
Doing some research some posts suggest it's because they are encrypted.
Any idea why or how to alter?

The sprocs in all versions after 8.0.1.1 are encrypted, yes. There's information on how to decrypt them in the knowledge base - https://support.aspdotnetstorefront....barticleid=442
