    Is it possible to hook into a service like this http://www.serviceobjects.com/produc...-validation-us in order to verify a person's address before completing an order?

    That is actually built in most of the payment gateways support by AspDotNetStorefront. They call it AVS - stands for Address Verification Service. This service allows merchants to compare the billing address provided with a transaction with the billing address on file at the customer's issuing bank and to use that information to determine whether to accept a transaction. You can configure this from your payment gateway's end.
