What exactly does that do? Will that increase site performance? What reasons would have one keep it turned off? Any downside to it?

Turning caching on will increase front-end performance, yes. The only real downside is that while it's enabled, cached elements (topics, entities, etc) won't reflect updates you make in the admin site until the cache renews, which is controlled by the CacheDurationMinutes AppConfig.
Clicking the Reset cache link will update some elements (product info, AppConfigs, etc) but the cache that setting controls is separate, and will not refresh short of reaching the refresh time, or restarting the site.
How is the caching handled with the 64 bit program. Especially since we can stuff our servers with memory.
