    There is an AppConfig RatingsEnabled for this feature. Make sure it is set to true.

    I think that is just for the rating.

    Is there any feature to give a comment into product that customer have purchased?
    so customer can leave their testimony on the product

    Once the rating is enabled, customers could either give their ratings or comments to the product. Below the 'Rate It' link, you could click that to open the popup window where they could enter their comments/testimonials. It's in the manual.
