    Can it just be applied to a particular customer level? Level 0 customers shouldn't get the discount.

    Use the Customer Level discounting instead, that's not doable via quantity discount.

    That feature is absent out of the box, but it could be done by a little tweaking on the ShoppingCart class to show it whenever the CustomerLevelID is met.
