    What is the difference? I want to create a user that can only add products

    A regular admin is probably the appropriate role for such a user but they aren't quite that limited. At a high level a regular admin is basically locked out of making changes to the payment gateway and site-wide behavior settings. A regular admin would still be able to add Categories, Manufacturers, etc., make changes to existing products and administer user (sub-admin's only of course).
