    Default no rates return for international shipping

    I am trying get rates returned from Canada to Ireland. I setup international rates and included Ireland in the allowed Countries. When checking out I get this error. You have selected an invalid state/province country shipping address combination, OR no shipping methods were found for your shipping address destination. Please contact us for assistance!
    The odd thing is that the Get Estimates is returning the correct rates.
