    can anybody estimate the number of resource strings and/or time required to translate...
    a) end-user part
    b) administrative part

    There are around 2500 strings in the latest versions of the software. There's not an easy way to tally up the admin side vs front-end as some are used in both, but that's the total amount. The time would vary on the translator.
