Sounds like you've got the app set up 'under' another .NET application, so you're running into .NET web.config inheritance issues.

You'll need to either set up the application on its own (own app pool, virtual path, etc) or modify the web.config of the 'parent' app to prevent inheritance. Something like this.

I found the solution in the Manual. I feel so dumb.

I'm getting the same error when trying to setup a dev environment and allowing Visual Studio to upgrade my app to 4.0 from 3.5

The solution being referred to is as follows:
1) Navigate to your App_Browsers folder.
2) Delete the browser definition file.
